The SCORE Pasco – Hernando Chapter 439, which serves both the Pasco and Hernando County region's Small Business Community, is now taking volunteer applications for membership. Candidates are business professionals looking to remain active with their acquired business skills, that can assist SCORE clients in reaching a balanced approach in the management of their business. Sample areas of counseling are finance, human resources, publicity, marketing, engineering, production, business planning, merchandising, accounting procedures, forms of business organization, insurance, management, and advertising etc.
Qualifications for SCORE membership should include a combination of business and/or professional knowledge and experience. Additionally, a willingness to make the necessary flexible time investment, and the desire and ability to counsel and guide small business people who request assistance are a requisite.

Who Are Some of the Twenty or so SCORE 439 Counselors?
Stu M- earned a Bachelor of Arts degree and following his WWII service joined his father’s eyeglass frame and sunglass manufacturing company where he remained for 40+ years. When his father passed away, Stu took charge as president and chief designer. Later, when his brother joined the company, Stu gave up “the inside control” and took on the additional responsibilities for domestic and overseas marketing and sales Stu’s company had a niche market for specialty and customized optical products where many stars of the sports-world, Broadway and Hollywood filled out the company’s customer lists. Stu joined SCORE in 1991 and is currently the Chapter’s vice chairman for Hernando County. He is active in Hernando County civic organizations and is the Chapter’s representative in the Greater Hernando Chamber of Commerce and Gold Coast Coalition.
Arthur (Hap) F- is an electrical engineer. Prior to retirement, he spent 20+ years as vice president of a small two-division company engaged in the design and manufacture of high-powered microwave equipment for the U.S. Department of Defense and others. Prior to this assignment, Hap was employed as VP of operations and director of quality control and reliability for several employers who produced electronic systems and components. In between these two jobs, he formed and operated his own management consulting business. Hap has been with SCORE for five years and has been highly successful in counseling new startups, mentoring existing businesses, helping clients to export and in his quest for obtaining financing for Chapter clients, especially in the areas of business purchases and expansions. He also conducts a seminar on how to successfully secure a business loan.
Howard I- is a truly successful small business entrepreneur. Howard spent 19 years developing a small security company; he began his operation on the “dining room table” and brought it to 21 employees and several million dollars in sales. As owner-operator of his own company, Howard personally managed all customer service, marketing, sales, personnel and financial activities. The company was sold in 2001 in a very successful transaction. Howard has recently completed an MBA and JD (law degree). In addition to his law practice, he continues to provide small business counseling to our clients. Buying and selling businesses is Howard’s specialty – he teaches a seminar on this subject and co-counsels when clients need help in building a successful organization.
Dave L- is the Chapter’s computer technology expert; he specializes in hardware systems and software applications, installation and administration of network systems, and installation and troubleshooting of computer hardware. His personnel files shows that he earned a Bachelor of Business Administration and accrued 30 years of professional experience in advanced manufacturing engineering in collaboration with design engineering in the development of new products. Dave has a strong background in critiquing new designs. On a part time basis, he continues to consult on personal and business computer issues while maintaining a regular schedule of counseling new business startups. Dave has been a SCORE member since 1999 and is currently the Chapter’s secretary.
Ethan A- is a Certified Public Accountant with undergraduate and graduate degrees in economics, finance, and accounting. He was a commercial audit manager for a large public auditing firm, financial officer for two companies, president of a real estate development company, homebuilder, and consultant. Six years prior to retirement, Ethan became a chief financial officer to emerging businesses. He has been a Florida SCORE small business counselor for five years and prior to that, a member of the Savannah, GA SCORE Chapter.
Bill B- is an electrical engineer and has been president, chief executive and chief operating officer of start-ups, turn-a-rounds and high-growth organizations. Bill has worked for domestic and foreign firms producing metrology, test and measurement products, and capital equipment. He has held sales management positions with Fortune 500 companies and currently consults on a part-time basis for previous employers and selected clients. Bill joined SCORE in 1999 and had been Chapter chairman for the prior five years. He also conducts seminars on business plans and marketing.
Bill D- earned an MBA from Wharton and has over 20 years of international and domestic management experience with a multi-national manufacturing firm. He has also founded three small companies. Prior to retirement, Bill was a consultant with a innovative Boston business-consulting group and worked with small and medium sized manufacturing companies to increase profits through improving internal operations, increasing sales and controlling cash flow. He helped clients identify critical issues and develop plans for resolving them. Bill has been a member of SCORE since 1999 and is currently a vice-chairman of the Chapter
Jim W- has over forty years of Human Resources experience in manufacturing. He has a Bachelor of Science Degree in Labor Economics from Kansas State University. He lectured at Rockhurst College in Kansas City for five years, specifically in Industrial Relations and Labor Law. His experience covers all aspects of Human Resources with particular emphasis on contract negotiations, grievance handling, compensation, organization planning, executive recruitment, and benefits administration. For thirteen years of his career he was Vice President of a nationally known furniture manufacturing company.
Bob M- Bob has a broad base of experience spanning 40-plus years in marketing and marketing communications serving a wide range of markets and products. Bob’s background includes marketing communications agency, association and corporate management positions. A journalism graduate of Kansas State University, Bob served in various marketing related positions with General Electric Company and as Director of Advertising and Public Relations for Indiana General Corporation and has been a member of senior management with four leading national marketing communication agencies. After retiring, Bob consulted with small and medium sized firms primarily focusing on advertising, public relations and marketing and business development programs.
Mel W- After graduating from Bernard Baruch College for Business at the City University of New York with a BBA degree, Mel joined the Greater New York Mutual Insurance Co. in 1964. By the end of 1967, he attained the position of Senior Multi Peril Underwriter. Mel moved on to join Merrill Lynch Pierce Fenner and Smith in September 1967. In this position, Mel had the priviledge of working under Donald T. Regan who was the CEO of the Company and former Sec. of the Treasury under Ronald Reagan, Mel spent five years there. The next position was a Manufacturer Rep. in his own business selling to major dept stores thru out the country, representing such names as Gucci Intl and Arpege Fragrances. In 1983, Mel joined Merrill Lynch in Worcester, MA where he rose to the position of Vice President. In December 2002, Mel retired after 24 years of service to Merrill Lynch.
Jim K- has over 40 years experience in the development of large-scale systems, both commercial and in aerospace. Starting his career with 14 years as an R&D officer in the US Air Force, he worked with military satellites, was an associate professor teaching graduate Engineering courses, and a project manager at DARPA. He was the Director of Systems Engineering and Program Director for one of the Tomahawk cruise missile developments at General Dynamcs Convair as well as VP, Engineering for the Advanced Systems Division of UTC. In the commercial world, as their VP Systems Engineering, his team at Sony developed the automated control system for DirecTV's broadcast facilities. He developed advanced medical imaging equipment at Philips Medical and at Lunar Corp as their VP of Operations, responsible for R&D, Manufacturing, and Customer Service of this worldwide bone densitometry leader. Jim ended his employed career as Senior VP, Engineering and Program Management at Cubic Transportation Systems, the dominant supplier of automated fare collection equipment for transit agencies worldwide.
Larry R - is a certified public accountant (CPA). Prior to retirement, he spent 34 years with an international accounting and consulting firm serving in their Minneapolis, Chicago, and Sacramento offices. He joined the firm in 1961 upon graduation from the University of Iowa with a BA in accounting and business administration. He became a partner in 1972 and held many positions over the next 23 years, including directing a staff of 40+ professionals with responsibility for their performance, in charge of the firm's food and agribusiness practice covering clients in six western states. He is experienced in cooperatives, agribusiness processors and producers, financial institutions, nonprofits, and general business. Larry also has experience with strategic planning, board of directors policy and governance, financial statement and cash flow analysis. He has conducted seminars on internal controls, accounting, and other topics and has served on a number of nonprofit Boards.
Eleanor H - has been associated with SCORE Chapter 439 since 1994. She has practiced accounting for more than 45 years as controller and/or treasurer for numerous small companies and in private practice as owner-operator of an accounting and tax service. She also had the distinction of being one of the few female general managers of a U.S. radio station. For a number of years, Eleanor taught the Chapter's basic training program for new business startups. She commonly co-counsels on setting up clients' charts of accounts and financial statements as well as maintaining the financial records of a number of nonprofit SCORE clients.
Howard B - founded The Franchise Network Group ("FranNet"), a world-wide group of franchise consultants in 1987 and built the organization to over 90 associates, serving as its President and Chairman. Howard has expertise in many areas of small business and franchising., including developmental consulting, business selection, startup planning, ongoing growth plans, marketing, and strategic planning. He has addressed numerous industry forums, created seminars and systems used throughout the franchise industry, hosted a weekly business talk show entitled "Mind Your Own Business", and had dozens of articles published. Earlier, Howard founded Data Research Associates, a computer products firm that he built up to sales over $30M before selling his interest.
Dick H - has experience in a full range of business environments. As a Director with AT&T, he managed customer service operations, developed and implemented large scale computer applications systems, developed strategic planning methodologies, and assisted in strategic planning operations. He then accepted a position as a senior business consultant with one of the major information technology technology companies located in the Washington, DC area. Following that, he formed his own business consulting company working with small business startups and assisting the county economic development authority in their new business and information technology incubator center. He has developed and taught business planning courses based upon his own books. Howard S. - was a
one-company-man, working 30 years for the Amstar Corporation, a small
conglomerate and the largest producer of sweetener products in the
United States. A few of its well-known brand names are Milwaukee
Electric Tools, Domino Sugar in the East and Spreckels Sugar in the
West, Duff-Norton hoists and jacks, and Milford saw blades. At its
peak, Amstar employed around 8,000 men and women. Howard was on the
corporate staff as the chief personnel officer (CPO) and directed the
corporate human resources efforts when Amstar went through two
management buy-outs. At the conclusion of the second buy-out, Howard
retired at age 53 and with four other associates purchased two of
Amstar's electronic companies and merged them into one called REICO,
Inc. REICO employed 200 and custom designed and manufactured signal
distribution systems, micro-wave antennas, and radio receivers for the
defense intelligence communities of the United States and its NATO
allies. Howard as a principal was on the board and served as corporate
secretary and chief administrative officer. After five years of
commuting weekly between CT and VA, he retired for the second and last
time. Howard joined SCORE in CT and then later in FL served as our
chairman in FY 2000-2001.
George M. - holds a Bachelor Degree in Accounting and Management from the University of Montreal. He is a member of the Institute of Management Accountants, Tampa Chapter. George brings over thirty years of management and accounting experience to the Pasco community, having worked as a Controller, General Manager, and a Consultant for both national and international Fortune 500 companies, such as Tyson Foods, Multifoods Inc., Cascades NA, and Novartis. George helped organizations to develop leadership and management capability, manage transitions in an ever-changing business climate, and plan for the future. As a consultant, George helped business owners examine the various elements of their business systems from leadership to operations, working with them to address issues that impact performance, productivity, and, ultimately, the bottom line.
Greg K. - started his business career as co-owner of a full service Real Estate Management and Leasing Company which was then augmented with a full line insurance agency as well as a construction and maintenance company. Greg then acquired FCC licensed Mobile Telephone/Radio Paging companies in both Missouri and Arkansas. Both companies went from a few subscribers when acquired, to number in the thousands when eventually sold. Greg also owned and operated a full service Florists Business wherein this business went from the lower one third nationwide in FTD wire service orders to the upper third when the business was eventually sold. He then purchased and rehabbed a large three story commercial building that eventually housed an Antiques and Collectable business dealing in fine quality older furniture and upscale collectables. For several years, Greg had a weekly radio show on antiques and collectables.
